Following a preliminary study of needs and organizational priorities in consultation with directors and executives of the welfare organization or Action research project was designed. The research was carried-out as an organization development project with a participative action research approach. After developing a structure to facilitate participation and following the design, evaluation and feedback at each stage of the development process, elements of the code of practice were studied. The outcomes of the research were reviewed on the two projects of “the code of conduct and its application” and “change in organization behaviour”. The findings not only show changes in practice guidelines methods and educational tools, they also show that the research and intervention process have led to changes in such aspects of organizational behaviour as improvement in management studies, interpersonal relationships and quality of services received by children.
