Abstract
The report of the country's research priorities has been published by the Scientific Research Council of the country in the form of a 146-page publication in July 1994, in 3000 copies and the Deputy Minister of Research of the Ministry of Culture and Higher Education, in a letter, emphasizing that its provisions should be used in the definition and compilation of dissertations and research projects, has sent it to all universities.
What appears in the first part of this article is a critique of this report;Recognizing the fact that the action on setting research priorities by the Scientific Research Council of the country shows the original orientation and correct recognition of the main problem of the country's research by the said council and it is obvious that in any new action, points may be ignored that can be completed and corrected in the next steps.In the second part of this article, suggestions will be made on how to set research priorities.
